It's at the Boston Redevelopment Authority in City Hall. They don't particularly advertise it as an attraction, but I think if you were to call and ask to visit it, you'd be welcome.

TinyBoston has a bunch of buildings that are in the works (or hoped to be), and is largely not labeled. It's pretty awesome.
